APPROPRIATIONS 2019

Every year, CAM supports appropriations in the State budget that benefit California museums. For example, CAM has supported increases in funding for the California Arts Council for many years. In the 2019 Legislative Session, CAM supported a $10 million budget request from Senator Hertzberg for the Museum Grant Program, administered by the California Cultural and Historical Endowment (CCHE). The purpose of the Museum Grant Program is to assist and enhance the services of California's museums that undertake cultural projects that are deeply rooted in and reflective of underserved communities.

Last year, the Museum Grant Program completed the second of two rounds of funding remaining from Proposition 40. This competitive grant program funded small capital projects in art, history, and science museums of varying sizes. The geographic range included large urban areas, as well as smaller communities in Shasta County, Butte County, Mendocino County, Stanislaus County, and Kern County. Between the two rounds, the program received 120 applications totaling nearly $17 million in requests. Fewer than 40 grants were awarded funds for a total of $4.1 million. The two rounds were significantly overprescribed; only about 24% of funds requested were awarded.

Now that the balance from Proposition 40 has been exhausted, proceeds from the Snoopy Special Interest License Plate will fund the program in future years. This is currently estimated to be a cumulative total of $1 million by Spring 2020. However, the amount generated thus far from plate sales is less than 1/4th of what was available in the first two rounds of funding. 

California lawmakers approved a nearly $215 billion budget in early June. Unfortunately, Senator Hertzberg's $10 million budget request for the Museum Grant Program did not get through the Budget Conference Committee and was not included in the final budget. Instead, legislators favored one-time appropriations for individual museums, as well as other projects such as dog parks, theaters, etc.
